There is hereby incorporated by reference for the purpose of regulating traffic within the corporate limits of the City of Miltonvale, Kansas, that certain standard traffic ordinance known as the “Standard Traffic Ordinance for Kansas Cities,” Edition of 2011, prepared and published in book form by the League of Kansas Municipalities, Topeka, Kansas. No fewer than three copies of said Standard Traffic Ordinance shall be marked or stamped “Official Copy as Adopted by Ordinance No. 543,” and to which shall be attached a copy of said ordinance or this section, and filed with the city clerk to be open to inspection and available to the public at all reasonable hours. The police department, municipal judge and all administrative departments of the city charged with enforcement of the ordinance shall be supplied, at the cost of the city, such number of official copies of such Standard Traffic Ordinance similarly marked, as may be deemed expedient.

(a) An ordinance traffic infraction is a violation of any section of this article that prescribes or requires the same behavior as that prescribed or required by a statutory provision that is classified as a traffic infraction in K.S.A. 8-2118.
(b) All traffic violations which are included within this article, and which are not ordinance traffic infractions, as defined in subsection (a) of this section, shall be considered traffic offenses.

The fine for violation of an ordinance traffic infraction or any other traffic offense for which the municipal judge establishes a fine in a fine schedule shall not be less than $10 nor more than $30 except for speeding which shall not be less than $10 nor more than $500. A person tried and convicted for violation of an ordinance traffic infraction or other traffic offense for which a fine has been established in a schedule of fines shall pay a fine fixed by the court not to exceed $500.

(a) Article 1 of the Standard Traffic Ordinance is hereby amended to include the following definition:
Careless driving is defined as:
(1) The acceleration of a vehicle in such a manner as to cause the rear of the vehicle to sway from side to side;
(2) The acceleration of a vehicle in such a manner as to cause the front of the vehicle to rise off the ground;
(3) The acceleration, deceleration or braking of a vehicle in such a manner as to leave tire marks on the pavement or cause the tires to make an audible screeching noise;
(4) The operation of a vehicle in such a manner as to pose a threat to the safety and physical well-being of others as well as the driver of the vehicle.
(b) Article 6. Serious Traffic Offenses. Article 6, Section 29 of Standard Traffic is hereby amended to include the following:
(c) Any person who operates a vehicle in such a manner as to: (1) Cause the front end of the vehicle to rise off the surface of the road or pavement; (2) Cause the rear of the vehicle to sway from side to side; (3) Cause the vehicle to leave tire marks on the pavement or the tires to make an audible screeching noise due to rapid acceleration, deceleration or braking actions; (4) Pose a potential threat to the safety and well-being of others as well as himself or herself, shall be guilty of careless driving and upon conviction thereof shall suffer the same penalties as prescribed for Reckless Driving above.
(c) Article 7. Speed Regulations. Article 7, Section 33 of the Standard Traffic Ordinance is hereby changed as follows:
(c) The governing body having determined upon the basis of an engineering and traffic investigation that the maximum speed limit permitted under state law and paragraph (a)(2) of Section 33 of the Standard Traffic Ordinance is greater than is reasonable or safe under the conditions found to exist in the following arterial streets which border on, lead to or are a part of the school zones or parks within the city, hereby determines and declares that the maximum speed limit that is reasonable and safe on these streets is 20 miles per hour.

(d) Article 10. Right of Way. Stop Signs and Yield Signs. Article 10, Section 59 of the Standard Traffic Ordinance is hereby amended to include the following:
(1) Stop Intersections - Designation. In accordance with the provisions of Article 10, Section 59 of the Standard Traffic Ordinance, the following intersections not on through streets, are hereby designated as stop intersections and when signs are erected at one or more entrances as stated, the drivers of vehicles shall stop as provided by Section 59 before entering the intersection:

(e) Article 13. Stopping. Standing and Parking. Stopping. Standing or Parking Article 13, Section 85 of the Standard Traffic Ordinance is amended to include the following:
(1) In accordance with the provision of Article 13, Section 85 of the Standard Traffic Ordinance, the following streets or portions of streets are designated as no parking streets and when signs are erected thereon no person shall at any time park a vehicle upon any of these streets or specifically designated areas of same:

(1) Ash Street at intersection of Ash A venue and Starr A venue, no parking within 50 feet of comer, all four comers.
(2) No parking here to corner north edge of alley north to the corner of Ash and East First on the east side of the street.
(3) Restricted Parking - Residential District. In accordance with the provisions of paragraph (a)(l), K.S.A. 8-2002, it has been determined by the governing body that it shall be unlawful to park or leave standing on any street or alley within the residential district of the city, for a period of time longer than two hours, any busses, tractors, tractor-trailer combinations, commercial haul trailers, trucks larger than pickup size, house trailers, motorhomes, or industrial equipment except trucks or trailers belonging to building and other commercial contractors, utility crews or other service-type personnel working in the area and delivery trucks unloading such articles as household furniture, building supplies and material household appliances and other goods may remain parked until the unloading or other particular work is finished.
(f) Article 13. Angle Parking. In accordance with Article 134, Section 86 of the Standard Traffic Ordinance angle parking at an angle indicated on the curb, sidewalk or pavement is hereby permitted on the following streets:

(g) Article 13. Parking Prohibited in Designated Places. In accordance with the provisions of Article 13, Section 96 of the Standard Traffic Ordinance, parking is prohibited and/or restricted in the following designated areas as stipulated:

(h) Article 19. Driving While License Canceled. Suspended or Revoked: Penalty. So much of subsection (a)(1)(3), Section 194, Article 19, of the Standard Traffic Ordinance as now reads: “Except as otherwise provided by subsection (a)(4), every person convicted under this section shall be sentenced to at least five days imprisonment and fined at least $100.00 and upon a second or subsequent conviction shall not be eligible for parole until completion of five days imprisonment.”

(a) The following equipment including scooters, coasters, skate boards, roller blades, roller skates, riding lawn mowers, golf carts or similar such items may utilize city streets as long as persons operating such equipment follow the rules for the operation of bicycles, motorized bicycles and low powered cycles as outlined in Sections 127 through 135 of the Standard Traffic Ordinance of the City of Miltonvale, Kansas.
(b) Section 136 of the Standard Traffic Ordinance is hereby repealed.
