(a)   The following are designated as main trafficways of the city pursuant to K.S.A. 12-685 et seq. for purposes of bond financing certain improvements:

(1)   Bay Street, from the north city limits to the south city limits;

(2)   Grove Street, from Kansas Avenue to the south city limits;

(3)   Main Street, from the north city limits to the south city limits;

(4)   Olive Street, from the St. Louis, Southwestern Railway Company right-of-way to Grant Avenue;

(5)   Pennsylvania Avenue, from Main Street to Olive Street;

(6)   Ohio Avenue, from Bay Street to the east city limits; and

(7)   Grant Avenue, from the west city limits to the east city limits.

(a)   The Governing Body has reviewed the “Neighborhood Revitalization Plan for Cloud County, Kansas, 2021” as adopted by the Cloud County Board of County Commissioners (hereafter the “Plan”), and finds and determines that the property within the City which lies within the Neighborhood Revitalization District, as set out in Exhibit A to the Plan, meets the definition of “neighborhood revitalization area” in K.S.A. 12-17,115(c).

(b)   Following a properly noticed public hearing, as required by K.S.A. 12-17,117, and consideration of comments from the public and staff, the Plan is hereby adopted and incorporated by reference as if fully set out herein in accordance with the provisions of K.S.A. 12-3301:3305.

(c)   The Mayor is authorized, on behalf of the Governing Body, to enter into an interlocal agreement with:  Cloud County; other cities within Cloud County; Unified School District Nos. 224, 333 and 334; and the Cloud County Community College, as necessary to implement the Plan, as provided for in K.S.A. 12-17,119.

(a)   The Governing Body of the City of Miltonvale, Kansas, has considered and deemed it advisable to and hereby does, authorize the operation of an emergency telephone service in the City of Miltonvale, Kansas, and to impose within said city the emergency telephone tax provided by The Kansas 911 Act to provide funds to pay for the operation of an emergency telephone service in said city.

(b)   The City of Miltonvale hereby delegates to the City of Concordia, Kansas, authority to operate the emergency telephone service in the City of Miltonvale. The tax proceeds from the emergency telephone tax imposed herein shall be paid to the City of Concordia, Kansas. The City of Concordia shall provide the City of Miltonvale with an annual accounting of the funds paid to the City of Concordia at the end of each calendar year.

(c)   The emergency telephone tax imposed hereby shalt be at the rate of $.75 per month per exchange access line or its equivalent in the City, effective January 1, 2012.

(d)   The rate of the emergency telephone tax hereby imposed shall be considered at least once each calendar year, and prior to September 1 of the calendar year to fix the emergency telephone tax rate, which shall take effect with the first billing period of each calendar year.

(e)   The City of Miltonvale 911 Fund shall be and hereby is established within the funds and accounts of the City of Miltonvale, Kansas and shall be administered as authorized by this section and permitted under The Kansas 911 Act, as now existing or hereafter amended. All monies received by the City of Miltonvale, Kansas, derived from the fees collected pursuant to the Kansas 911 Act shall be credited to arid deposited in the City of Miltonvale 911 Fund. All monies in the Fund shall be used only for purposes required or permitted under the Kansas 911 Act, but shall include uses pursuant to the Interlocal Governmental Agreements entered into with those cities in Cloud County consistent with the Act.
